Rti stamp vendor

Hi,

Please advise Stamp paper was purchased from Vendor/Lawyer sitting outside the district court?

I need details of Person and Reason who purchased that stamp paper , I know the exact date and time when that stamp paper was purchased.

Please advise can i file RTI ? If yes then where ? Do i need to file RTI to same district court ?

Just to add to my Query , Stamp Paper was purchased in year 2014 from Panchkula dist court
