note the TITLE PEDIGREE. ascertain whether the lan owner had executed Dev. Agreement / agreement for sale or sale deed. refer the PEDIGREE DOCUMENT. it certainly be providing 4 liability to execute conveyance IN FUTURO.

With regards to your problem:

1. Apply to Sub Registrar of Co-Societies of your zone seeking direction to the original Builder, Developer to execute the Conveyance in favour of the society.

2. After you have got the direction and still the original builder/developer does not executes the conveyance then approch the Registrar of Registration with the direction copy and seek unilateral conveyance of the land in favour of society.

Thi is the best way to seek speedy conveyance in fsvour of society.
