Employee should always record such statements/situations (audio/visual). It helps and can be used at appropriate time in appropriate forum.
If you have on record the statement of the line management/HR personnel you can turn the situation as tough for him/her. Maintain copies of the bills of phone calls.
Submit a gentle representation to good offices of appointing authority, MD, Head-HR and mention you are not being paid full salary and demand payment of unpaid salary/wages (give details) by bank DD immediately, thru redg post and highlight the financial hardships being faced by you. If the employer is not able pay even salary you must initiate the process of demanding the getting your wages before you end up investing and paying salary to your employer.
If nothing works you may approach a competent and experienced service lawyer at your location in person with all records record of emails, phone call, appointment letter, salary slips etc and your lawyer looking your profile may issue legal notice/demand notice and choose the appropriate forum e.g. O/o Labor Commissioner/Wages Inspector, Civil Court.
