Sale agreement

A seller made a sale agreement on Rs. 100/- stamp paper with one person to sell his plot and also sent the amount in advance. Buyer sent a legal notice that he did not receive money. What actions can buyer take?

What you meant? With the support of sale agreement buyer paid entire amount of property value?  need clarity
