sale deed and 7/12

i purchased a na plot 100 m2 in 1999 in Panvel.
i paid through post dated cheques and signed an agreement for sale with the downpayment amount.
the receipt for cheques with their details is attached with the agreement.
as i was working abroad during that time i could not process the agreement for sale.
when i returned the seller had passed away.
now his sons who are rich people told me they will not get involved in this matter and i should somehow do it myself.
how can i transfer the land ownership in my name because i have not even paid the stamp duty and registration charges against the land and even the old bank transactions statements were lost during my house tranfer.

If u have registered the agreement sale deed then u take acertfied copy of agriment sale deed in subregistra r office and issue legal notice to his lrs and proceed against them in civil court.
