sale of health supplements

I would like to know whether a non medically qualified person is allowed to act as direct marketting agent/ seller/ retailer for Health supplements.. and supposing the person is qualified professionally in the area of finance and not any other field.. Is this taken into account for allowing such a person to sell health supplements.. I would like to stress on the fact tat the person involved has no knowledge about the nature or contents of the drug and is merely going door to door selling the product.. With or without a doctors prescripttion and no regulation as the said person is currently not under the scanner.

This is a debatable issue involving Pharmacist Act, Drugs Act, FDA. Infact FDA is primarily concerned with it
