secondment agreement

I work as Sr Manager HR and my company want to send one of our employee to Canada where we don't have any relationship but planning to make a relationship of Canadian entity as Economic employer and Indian as legal employer is this possible through Secondment Agreement if so please detail---We are planning to take legal company law expert opinion and ready to empanel on this so please respond
