Can a person be punished if he knowingly forges a stamp paper under section 466 ipc

There is stamp paper bought in the name of Mr A and Mr B has Changed the name on that stamp paper on his name and used it for visar pauti in front of the lokadalat. Under which section is Mr B punishable?
