Seeking the law advices from experts for this event

Respected experts.., In my village on 26 th december a poor boy(26 years) was beaten by the neighbourhoods in four different places in the village. After some time that boy was hanged by himself in his stepmother house. This was notified to the local police station. After the autopsy., they buried in the village cemetery. The case was filed in local police against those four members. Those persons now in hiding places in that two of them they escaped in four country also. Still now no arrest in this case was noted.. In this my questions are 1. This case in which are the sections we can commit against the accused. 2. These offence are bailable or un bailable 3. Those who are escaped to foreign how we can arrest them., and take an investigation against them 4. After caught those person how much maximum punishment will get if those criminal issues are proved 5. The opposite part( accused) can come to india 6. The police will close after getting bribe from the accused with out any investigations 7. For what reason they are postponing the arrest Im expecting the early responses from u experts..., Thank u.

Please correct Escaped to foreign ( gulf) country

1. if he hangs himself because he was afraid of from the torture of his neighbours with or without cause , he ends his life because of the fear of brutal beating by them then the neighbour will be booked u/s 306 ipc, 34ipc and punishment for that is imprisonment for ten years .2. This is a non-bailable offence .3. if the accused tried to hide himself from their arrest or escaped to outside India then the court declare them proclaimed offender and if there is a treaty with those country to hand over the criminals to each other country then this procedure will adopt and after arrest the criminal case will start in the concern court , if the criminal not arrested then their property and assets will be attached under the procedure of section 82 &83 crpc . 4. Police can not close the case after taking bribe from them if they comes to India , when they comes to India police arrest them and produce them before the court and the case will re- open , because the case is subjudice police have to produce them to the court , escaping of the accused from the country after committing offence himself proves themselves offenders/criminals.
