Sell property based on sale deed

I have purchased an agricultural plot of 5000 sq ft in the year Feb 2019 through a property agent who deal into plotting of agricultural land. I have a registered sale deed done with the owner of the plot. Now, I would like to sell the plot to a prospective buyer who is interested in purchasing the plot I just bought. But the problem is that the mutation entry and transfer of name on 7/12 are yet to be done. My question's to you are, 1. Can I sell the plot without my name on the 7/12, based on the sale deed? How can that be done? 2. Is it necessary to transfer the name on 7/12 before selling & mutation entry be done? Since, I am anyways selling the plot.

U can file a compromise suit in civil court .

SInce you have purchased the land but in  the  revenue records the sale is not effected. You would be asked by the registering court to produce the updated and freshly issued mutations.
You should get the sale deed endoresd in the revenue documents to pass on a better title to the prospective buyer.
