1. Selling or Buying "precious metals" (Gold, Silver ....) requires proper License issued by State Govt., without which it is a prosecutable offence to deal in previous metals, on a commercial scale.

1. YES .... proper license by state govt., is issued to sell all precious metals, which includes Gold, Silver, Zinc, Copper, ....

Under the BIS Hallmarking Scheme for Gold and Silver, jewellers are required to take licence for sale of Hallmarked article from each jewellery store (or venture). A jeweller under same management having more than one jewellery stores can obtain a corporate licence covering all of its sales outlets.

There is a difference between commercial activity and individual transactions. An individual can sell his silverware to anyone he likes. A Kirana merchant without a proper license can not engage in such a bullion trade.
