Seniority of Range officers

In 2018, Forest Dept Manipur recruited 35 Range officers through State Public Service Commission. Results were out and appoitment orders were issued in 2 phases- first 28, then 7 (waiting list). In the Recruitment Rules, nothing is mentioned about the seniority of direct recruit Rangers. So, prior to 2018, inter seniority of direct recruit Rangers was fixed according to merit list in the recruitment exam i.e. according to the marks secured in the recruitment exam. In the case of 28 rangers (phase-1), it was mentioned in their appointment order that final seniority would be fixed based on marks secured in recruitment exam plus marks secured in the training. However, in the case of the remaining 7 rangers (from waiting list), nothing was mentioned regarding the seniority in their appointment order. Lateron, after completion of thier training, Govt has issued another order saying that inter seniority of the 7 rangers will also be fixed based on the marks secured in recruitment exam and training. Now some of them are complaining that seniority should be based only on recruitment exam as nothing is mentioned in the RR and some say it should be based on recruitment plus training mark as mentioned in their appoinment orders. Some rangers from waiting list further say that they did not know that training mark would be counted in their seniority. As a result, final seniority list has not been fixed till now. Kindly advise whether the seniority should be on recruitment exam mark only or recruitment plus training marks?

If you are aggrieved by the outcome or the decision you may make a representation to the competent authority thorugh  department head and get your grievances redressed.This is a policy matter, hence you will get proper interpretation from the authorities concerned only after you send in your representation with your grievances vented to convince the authorities.

Seniority of government employee(s) is calculated on the basis of date of appointment in the cadre, which do not have any bearing on the marks obtained by the Officer(s) in either of the examination as questioned by you.

However, terms and conditions of employee(s) may differ from a post to another as per appointment letter.

Consult HR / Perosnnel Officer of your department for other / specific clarifications.

The order of merit in the selection list is the criteria pof seniority if nothing to th contrary is mentioned in recruitment rules.
