separation of joint property

 Hi.....My residential house is in the joint name of my father and my uncle(father's brother)..... First name is of my father....

Now... my father wants to construct half area of the house...but my uncle does not agree without any genuine reason...... Can my father construct his own share (i.e. half of the area)  without my uncle's permission???
