Service break

My freind has been working as an LDC in the Civil Supplies Department og Kerala Government(PSC appointment) for the last two and half years and he has completed hes probation. Now, he has to join the Rural Development Department as a Village Extesion Officer (PSC appointment) for which he has received the appointment letter stating has to undergo six months training in the training institute of the concerned department.  It is learned that during training period, he is entitle basic pay only.  My question is that, if he joins the new department by properly relieving from the parent department, whether his past service be reckoned for pay and pension in the new department ?  And, whether any service break will occur as the first six months in the new department is training period?   Please answer....

If ur friend join in other department through proper channel and transfer from parent department his past service will not revocke. you can approch competent court of law for the entire benfits
