Service certificate not provided

Dear Valued Members,

I have worked with a MNC company for 7yrs, due to some salary issue I have resigned from my service without 60 days notice period.

Email communication for 7 months the HR official informed me that I have not served 60 days notice so I have to comply by paying 2 months salary in lieu of notice then they will release my gratuity by not service certificate.

I have paid 2 months salary in lieu of notice period in the month of Nov'2014 by DD but till date I have not received Gratuity, however the HR official told me verbally over phone that the gratuity is under  process and will release soon. But in the question of service certificate/relieving letter/experience certificate they are straight way denying to provide me the same by stating that I have not fulfilled company policy.

In the above situation I request your valuable guidance to get service certificate/relieving letter/experience certificate.
