Service matter

I joined the CPWD as junior engineer on 24/1/1980 and resigned on personal grounds on 6/4/1984(A.N) and joined DDA on 7/4/1984 (F. N.) on same pay scale and same post without any break . The first ACP scheme was introduced in 1999. In that scheme it is mentioned the benefit of past service is admissible to those who joins other department /service without any break and on same pay scale. Shall I be eligible for getting the Benefit of past service for ACP purpose.
