Sir, while purchasing the villa which is having 12 villas as a whole. The villa is under construction. Is there any service tax which has to be be paid by buyer (customer) and VAT to the builder? Kindly clarify me regarding the same. Thanks in anticipation Eagerly waiting for your positive reply.

You have not stated full facts. Any half information will only get you half baked answers and you will not be able to make use of them.
You should also appreciate that any decision that you will take in the matter will either cost you money or save you money. Therefore, it will be advisable for you to approach a professional lawyer / Chartered Accountant practising in tax matters to get a professionally and legally sound answer, which will stand the test of time and judicial scrutiny. Definitely it will involve spending some money, but that is worth it.

It shall be appropriate to get proper legal opinion from a very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil/DRT matters before signing or making payment.
This may cost some FEE but can defend long term interest and hard earned monies.
