Should my friend move to chc?

My friend lodged a police complaint through email against some criminals in his locality. Most of the criminals work in the West Bengal Civic Police Volunteer Force. They are backed by a local political leader. Their families lodged five written false counter complaints against my friend. The cops have not taken any action on either side's complaint(s). My friend is thinking about moving to Calcutta High Court. Is this the right step?

No. Give complaints to police higher authorities like police commissioner, D.G.P.of your state.

Actually, the state of Law & Order is so bad in his district that whenever my friend is making any move these criminals are getting alerted from corrupt officers. Complaining to police commissioner means they will lodge counter complaints against my friend.
