Reply to point number 2 is self explanatory and states that "Transfer does not form part of any order of penalty."

Hence the Ex./un officiating  Chairman Ramadoss has violated the norms and caused irreparable loss, to employee working under him,  by pronouncing arbitrary order and  has stepped on the toes of the employee by not reversing it despite unlimited number of representations.

It shall be appropriate on your part to obtain copy of all noting/recommendations/suggestions  by all of his advisors, employees in personnel and legal cell etc, since they are under obligation to recommend on the basis of rules and laws of the land only and record their written dissent to the unlawful order of the chairman.

In your other post you have been empowered to represent to President of republic for citizens of India. Kindly proceed and submit the above to the President of India, and request for an hearing in person and relief in a time bound process.
