Greetings!! I wanted to know any authority which allows the explanation in one statute to be used for explaining the words of another statute in the absence of any explanation to the words in the latter statute.. Let me elaborate...

Under the Rules of the Prevention of Food Adulteration Act (PFA ACT), Rule 32 c states that the manufacture shall mention his "complete address".. It gives no meaning to the term complete or address...

The Packaged Commodity Rules state that the address of the manufacturer has to be mentioned on the product.

If a manufacturer is in compliance with PCR, can it be said that he is automatically compliant of PFA Rules also?
