Steps to start a resort in maharashtra?

Hi,

I plan to start a eco friendly resort/wildlife lodge near Amaravati. I am buying agricultural land for this purpose and I am already a farmer.

Since the process would involve;

Part 1

1. Buying agricultural land.

2. Converting it into Non-Agricultural land.

3. Applying for resorts permission.

What is the best procedure to do this.

Part 2

A. Buy land on individuals name,

B. Apply for NA conversion.

C. Then form company, lease land and apply for resort permission.
