suggestion

My friend was drove the two wheeler in coimbatore city , the traffic police men signaled to stop the bike . He stopped the bike , the police men asked the bike documents  like (insurance, Rc book,Licence) etc. He shown all the documents to the policemen , at that time the insurance policy was lapsed. so the police man gave the charge sheet , he  received to the chargesheet and he told to the police men i am ready to pay  the fine now i don't have the money tomorrow i will pay the fine . The police men was not accepted  and  detained the veichle  whether the police men, can  have right to detained the veichle ?

 I m suprised to know that the chargesheet was given due to lapse of Insurance policy!!! insurance is not something that is statutorily required. 

Further, your friend might have agreed to appear before the court to settle the case. I dont think he was right in detaining the vehicle.
