Supreme Court strictures against Judge Shri S.N.Dhingra

I remember to have read the judgement of the Supreme Court of India in which it had passed severe strictures against Delhi Judge Shri S.N.Dhingra when he presided as a sessions judge or designated judge at Delhi . The strictures were so severe to the extent that the Hon'ble Supreme Court had observed that the trial judge had no knowledge of Criminal law?  Could any one give me the citation of the judgement or its date and name of the petitioner.
