Tactical sabotage of a complaint by residential association

My car was damaged by a resident�s son when parked within the premises. A complaint given for redressal was wilfully delayed by the association members due to unspecified reasons. In my written letter, I had requested the CCTV footage. My written letter was not acknowledged. The CCTV footages was also mysteriously not saved. Eye witness confirms the culprit. Association has not taken any steps to adress the issue. The deliberate attempt of wilful delay seems to be part of a tactical sabotage.
