Tenants living in chawl are planning to construct Toilets in front of their room or inside the room without taking any permission of landlord or Muncipal corporation , they say its "Swachh Bharat Abhiyaan " under PM Narendra Modi scheme . Is this legal ?? what can a landlord do if they start to do so ?
