Tenent nuisance remedy

Scenario

Housing Apartment Complex in State of Kerala with a fully operational Housing Association has passed a notice to apartment owners to not rent their apartments to bachelors. 

Legal Baisis : Housing society has not provided any legal basis for the notice except that the matter was voted by majority. 

Question:

1. Is the notice lawful, ie can an apartment housing society ban the owners from renting the apartments to bachelors ? 

2. What could be the implication for the owners if they do not follow the notice in letter and spirit ? 

3. Are there any lawyers who specialise in disputes between apartment owners and  housing society ? Please state the same in your response.
