Time for which a foreign embassy could keep passport

I am a citizen of INDIA AND I had applied for permanent residentship in Australia via their Embassy, after doing all background checks and other formalities they asked for my passport for visa stamping, but from last 2 months they have kept my passport with them, is there any law in INDIA taking care of this aspect that for how long an office is allowed to keep a passport of an individual. Keeping a passport in self custody is right of an individual I guess.
Please let me know if there is any law for that, so that I could mention the same to Australian embassy and ask them to return my passport.

Thanks in advance.
