Ramadoss has been CMD of OGIC. The memorials whose decision is referred to in point no.3 are decided by Ramadoss or some one else.
The point is that memorials which were decided in OGIC by Ramadoss or his predecessor or his successor were decided according to rules in OGIC.
What happened to Ramadoss in NIACL, and his commitment o abide by rules? He is duty bound to follow rules.
Did he become so vindictive that he decided to do away the rules?
Was he influenced or misguided by his advisors from legal cell, personnel etc.?
