Title deed for a land loser site at muda, mysore

Hello all,

I have a MUDA(Mysore Urban Development authority) property which was sold to me by a land loser. This is a MUDA alloted property to a land loser at Mysore.   This land loser had got this property as the governement acquired his land. So he was eligible for allotment of a site at a concession rate which he sold to me. At that time the TItle deed which shows the allotment record from MUDA to the allotte was not given and it has not been registered. We had checked with MUDA. I was told that Title deed is not given to a land loser site.

However for other normal allotees Title deed is given after 10 years of allotment or whenever the allotte builds a house on that property.

Now when I planning to sell I am seeing that all the buyers are asking for Title deed. Is that a must document. If yes, how to obtain the same. It is a registered document which needs to registered in sub-registrar's office. If anyone can tell me the procecure to obtain title deed for a MUDA property alloted to a land loser it will be of great help.
