Your resolve and efforts are appreciable. The findings are perturbing.

--"Regional In charge is the best judge." If the in charge abuses, his / her discretion, he/she should be impeached.

One lady in charge(s) instead of punishing the bribe taker herself being an authority as per rules , pushed file to HO and HO conveniently slept over the file for years.

--"Since Hindi translator is statutory requirement, TPM should be implemented subject to substitute."

In your case this is also violated. Your post is a statutory requirement. In charge(s) have violated statutory requirement, therefore should be impeached. In charge(s) in an adamant and recalcitrant manner declined to reconcile/mediate in court. In charge(s) should be made to understand in a befitting manner and language that they were treating the employee at statutory post not a domestic servant.

At whose expense?  Evidently these offenders are wasting the company resources and treating it as their fiefdom. It has been seen the moment such offenders have to face cases in individual capacity and have to bear expenses they virtually cry.

Your finding establish that although all other companies like OICL are transparent and do not hesitate to display rules your company NIACL is a glaring and ugly example of abuse of rules and power. The offenders deserve to entangled and mired in fitting case(s).

It is pertinent and prudent to ask why head of all heads and in charge(s) Ramadoss slept over the finding shared by you????????? Corruption in your company is one way or two way traffic???????

You are a patient man. You are exhibiting patience. All are not and can not be as patient as you. If you look into history of employment disputes of all trades you shall find that offenders ended up paying thru their nose.
