To ask whether the land belongs to panchayat or government s

I want to know whether a particular land belongs to village Panchayat or government school. When I ask VAO he said that land belongs to Panchayat but a judgement copy(1980) of the land say it belongs to government school. To whom shall I ask in RTI to get the answer. I dnt know the survey number details slso
