Transfer of khata/pahani

'A' had an agreement with 'B' to sell his agricultural land for some amount. After 3 years of that agreement, no Sale Deed was executed. Those two parties are in some dispute/legal battle over the agreement money.

After about 5 years of that agreement, 'C' purchases a portion of that land from 'A'.

Now 'B' raises an objection to transfer the RTC/Khata at the Taluk office. Obviously this is to harass and expect some settlement money from 'C'.

What action can be taken against 'B' - who instead of recovering his money from 'A' OR instead of getting a stay order on any sales proceedings on the land, is simply creating a hurdle with respect to transfer of Khata/RTC.

Please suggest. This is a frivolous and illogical complaint (the Taluk officials should have discarded the complaint but as part of their proceedings, the matter takes 2 years to conclude which is a huge loss to 'C').
