Transfer of lease land

A person is looking after a land provided to him on lease in 1976 for payment of Rs. 1 lakh. The title owner of the land is reliably no more. There is no documentary proof for it. Real estate people are asking to hand it over on payment of his loan amount with interest. How he can proceed ?. Is there any possibility of availing loan against the property who is looking after it for 30 years. The land tax, electricity bill are regularly paid to government in the name of original owner. A-register, patta & chitta copy are in the name of original owner.

Kindly suggest ways to get back the loan lent by the party.
