Transfer of property of deceased

Hello

My mother in law has left a WILL bequeathing her property (building)  to the youngest daughter. There are no objections or any kind of dispute from other sisters. In order to transfer the property to the youngest daughter, what is the procedure with respect to transfer of ownership as well as change of ownership for paying taxes to the Municipal authorities and other revenue authorities. The property is situated in Kerala.

Appreciate guidance on the matter.
