Transfer of property on death of a joint holder

Greetings!

My Father (First Holder) & Mother (Second Holder) own a flat in a co-operative housing society in Mumbai. My father passed away in January 2016 and had filled a nomination form naming my mother as the nominee. My father is survived by my mother, myself and my two sisters. There are no other legal heirs. We (me and my sisters) want this property to be transferred to our mother.

The housing society's legal advisor is suggesting transfer of shares using nomination and subsequent letter of administarion for execution. As my mother is a joint holder andsince this property as owned by only husband & wife, does it not get transferred automatically to my mother's name. Do we need to file for succession/letters of adminstration/release deads etc?
