Can anybody kindly inform whether a leave sanctioning authority can give permission to a Class C employee to travel abroad on private visit which is purely personal without any sponsorship and not linked to any official visit?

Head of the Department can permit. However, a permission from leave sanctioning authority also can be construed as a valid one.
