Uber driver masturbating - is this an offence?

I was watching a breaking news on a Tv channel (I think NewsX): lady passenger in Delhi complaining about the uber car driver she was travelling in masturbating. Would like to know from the learned legal community If this is a crime? under which law? Does it mean men have no personal liberty to even relieve their pressure without violating any one else? If the issue is the woman passenger got excited by watching him on the act, what about women scratching their top, bottom, and exposing their body parts in different angles which can potentially excite men too? Is that also an offence punishable under law? Does it not mean women intruding into personal liberty of men? Is there a law against over activism to seek cheap publicity and coverage on channels?
