Unable to get original certificates from college

Sir, I have got a seat in MBA but I want to discontinue because of financial issue..It's been two months I joined the college. Now I want my original documents but the college is saying that untill and unless I pay full fees they won't return my documents. So please suggest me what to do please.

Please register your grievance in the CPGRAMS portal (or)

Write to the Honourable Prime Minister. (You will get OTP for your mobile number; further you will get OTP for your email; then the grievance can be submitted to Hon'ble PM)
