Unapproved contruction in cghs appartmet

We live in CGHS Appartment ( constructed in 1985 ) in Delhi . Our Management committe is Extending the Flats ( FAR area ) for the multistoryed buildings for which MCD HAS NOT given the approval . Some of the Residents are interested in Extending the Flats since they have joint families. Our Management Committee along with others who are interested in Extending ,are forcing us ( Via Circular issued ) to Contribute and Pay for the UNAPPROVED construction. Despite telling this clarly in the meeting that we will not go ahead if its not APPROVED, Circular has been issued as a demand for Payment. Advise on this from the EXPERTS will be highly appreciated.
