Unlawful termination from cpsu

My friend has been working in a CPSU since last 25 years. He had risen from the post of supervisor to the manager rank by promotions and was last promoted in 2008. In 2014, he had been sacked by giving three months notice pay on the excuse of non performance. In a CPSU, how it is possible that a person can be terminated on the whims and fancy of management without proceedings under CDA rules. If an allegation is drawn, the same has to be proved as per the guidelines given in CDA rules. Pl guide.
