UPSC - Language discrimination

 

UPSC conducts CIVIL SERVICES examination for IAS, IPS, IFS etc.. every year. The examination is at three levels (Prelims, Mains and Interview) and the question papers are in Hindi and English.

Egligibility for examination : Any degree

Language skills required: 10th class level english knowlege and knowlege in one india language

                             Question papers  in                                               Answering can be done in

Prelims                   Hindi/English                                               Multiple choices (A, B, C, D)

Mains                      Hindi/English                                   any language that is in the 8th Schedule (22 languages)

Interview                Translater is available                                      Translater is available

 

QUESTION HERE IS:

How can a candidate studied in a regional language till degree ( that is in the 8th schedule) understands a subject question that is in Hindi/English language? and comopete equally along with Hindi/English medium candidates? 

You may say -  "canditate is expected to have 10th class level english knowledge"

My Answer - Right. but, degree level terminolgy of a perticular subject (for example: physics) is different from 10th class level english knowledge. In other words, a regional medium candidate having 10th class level english knowledge can't understand his degree level subject terminolgy in Hindi/English.

What do you say? is it not creating a bottle neck at Prelims and Mains Level? Is it not language discrimination?
