Use of colour by vegitables venders

In vegitable market ofteny I find some venders are selling green coloured vegitables. Recently I purchased a vegitable in evening, when pu in water for washing, grean colour is comming out. Many places colour pigments were deeply impregneted in the skin (skin of this vegitable is not to be removed for cooking). I heard that these colours used by them are toxic and not good for health. I want to know from learned lawers whether is it permitted to use colours on vegitables as per law?  If not, what action a common public can take? Is it not  "playing with health for paltry gains" by these venders?
