My brother flat was registered and the builder said no vat and service tax is applicable and alll documents give by the builder state vat and service tax is 0 now he is asking use to pay service tax and vat for the flat the loan has been disbursed and all payments have been made.As per the demand letter give to the bank by the builder the flat is completed 100%and the schedule-of payments shows vat and service tax as 0 please advise.
