Want to change my state govt. job

Let me clear you. I'm an Auditor of West Bengal Govt. My age is 37, that means I'm overaged for any compititive exam to join any Central Govt. service. I want to know, that if there is any rule for State Govt. employees to join Central Govt. at my age. Many years ago, I met a person, who was a State Govt. employee, but join in Central Govt. through a spacial exam at the age of 39. Is that possible? If yes, please let me know the procedure.
