Water supply disconnected

AS I HAD PURCHASE MY OWN FLAT IN CHENNAI. IN THE BUILDING THERE ARE 10 FLATS FROM GROUND TO 4TH FLOOR.IAM IN 3RD FLOOR. SOME FLATS ARE IN LEASE AND SOME ARE RENTED. ACTUALLY THE PROBLEM IS  WITH THE BUILDING OWNER WHO HARRASED ME TO PAY THE MAINTENANCE CHARGE OF 800 PER MONTH. WHICH I FEEL IS TOO MUCH. I TOLD HIM THAT AS THIS FLAT IS MY OWN  WHATEVER THE ELECTRICITY BILL FOR WATER PUMP AND PASSAGE LIGHT IS DIVIDED WITHIN 10 FLATS AND I WILL PAY MY SHARE TO YOU. AS THERE IS NO WATCHMAN, NO CLEANER, NO PARKING, NO LIFT THEN WHY SHOULD I PAY YOU RS 800 I TOLD TO THE BUILDING OWNER.

NOW THE HARRASEMENT FROM BUILDING OWNER IS HE DISCONNECTED MY WATER CONNECTION. PLEASE ADVICE WHAT SHALL I DO?

You may go thru the contract you have signed with the builder and thereafter only you may supply your written protest in writing under acknowledgment, clearly mentioning your willingness to pay your bill as per bill issued by MCD, and your legitimate right to have the certified/original copy of the bill.

It is felt that water and electricity are fundamental rights of the resident.

Other option is to sit with builder, bring down the amount, get your connection restored, and supply the minutes of discussion/representation and build the record for future. One should remain amiable and should not block the channels of communication. Builder and landlord do resort to such tactics and they know that litigation is a lengthy process.
