what is the meaning of change in nature

we are a party in a case in which Judge has passed a verdict in which he said not to change the nature of land....the land area about which he is talking is a street within a colony.....the person who sold plots after making a colony is left with 6 biswa of land ownership without Kabja.....now in the case he is saying that he must be given the said share on his name.....
on the base of the order of the copy of Judge the concerned sdo of sewerage department stopped the development work of laying Interlock tiles in between...street is already there from 15 years.....
now my query is that is it right to stop the work on the base of order of not to change the nature of land....will laying of Interlock tiles in street change the nature of land....or street will remain street....?
