As the property stands in the name of your mother, your mother is the owner.  she has all rights to claim rent from the tenant.  She also has right to evict your brother.  Issue a legal notice.

Your mother is the owner only she has take steps.  You have no right.  If she is hesistant or afraid nothing can be done.  In case if your mother transfers the property in your name (by way of settlement deed) and you become the owner, then you get right to take necessary legal action.  This is the only way available for you.  I advice you to do all acts lawfully.
