Whether de facto complainant can insist the cour u/s 482 to file a charge sheet

hello friends , In a case of Sec.302 I.P.C.,, though, the police had registered a FIR, even after an year , had not taken any efforts to file final report /charge sheet. Whether the De facto complainant can approach the Hon'ble High court u/s 482 Cr.P.C., seeking a direction to the police to file a charge sheet. whether the de facto complainant can also insist on the time limit factor under envisaged under Cr.P.C., whether the remedy time limit remedy is only for the accused and not for the De facto complainant.
