Why does upsc not following dopt order/om

Why does the UPSC not follow the DoPT order 39020/01/2016 Estt(B) dated 19/07/2017 for disclosure of Ranks/Rankings of all the candidates who appeared in the final stage of the recruitment process?

As per order  of DoPT , the Rank and marks    of the candidates appeared in the final stage of Recruitment should be displayed through portal by UPSC. 
But intentionally UPSC does not publish that. Rank is the most comprehensive merit indicator rather marks. 

 It is to be noted that recruiting agency, UPSC, maintains details of the candidates along with Ranks and marks, as well as provides Rank and marks of the candidates to few Departments/ Ministries, but not to all.

Even, after administrative Order/OM made by DoP&T, UPSC intentionally does not disclose the Rankings of all the candidates appearing in the final stage of recruitment through portal due to some unknown reason. 

Rank is the most comprehensive merit indicator rather than mere marks of candidate secured in competitive examination like Civil Services Examination etc. 

So, disclosure of Rank is most important in public disclosure scheme to astertian the merit position of the candidates in the competitive examination/test. 

Simply displaying secured marks of a candidate, does not make any sense about his merit/meritocracy in a competitive examination like CSE/ESE etc.

It is injustice to the candidates who appeared in the final stage of examination. Because public sector/ limited companies strated hiring candidates after getting information though portal of NCS . At interview board if anybody just say his marks in Civil service examination will not make any deep sense of his merit. But if candidate get his actual rank it will make more sense to interviewer.

This is the 7th post with the same contents.  You can file a writ before competent HC against UPSC not following DOPT directive, narrating all such efforts made by you to correct the UPSC so far, as this is the only remedy possible.
