woes of co-operative housing society

we have a unique problem in our co-operative housing society.

the history of the co-operative housing society goes as follows.

building came into existance in 1979 and A has 24 flats. They  have a seperate water tank. the residents of this building enjoy running water throught the day.

building B  came into existance in 1980, and 60 residents and has the same capacity tank (a seperate one) as building A. but the residents get  running water only for 4 hours a day.

but then the billing is done eqully between the residents of building A and B. so much so, residents of building B who are suffering for water are paying additional charges for the extra water enjoyed by building A.

we visited  the municipality and they demanded a bribe for laying a new pipe to the tune of  3 lakhs.

please advice as to what we should do. should we speak to the registrar of co-operative housing societies regarding this matter?
